General Definition
The negative constructive, or first negative constructive in some events, is when the con team lays out their reasons for negating the resolution.
In Public Forum, the negative constructive is four minutes and is either the first or second speech in the round. The team will read a pre-written "case" providing reasons why the judge should negate the resolution.
This is the second speech of the debate. Here, the negative will respond to the affirmative's constructive while also providing independent points on why the judge should negate the resolution. The speech is seven minutes long.
The negative constructive is the first speech in the "neg block." The negative will present their own positions and answer the affirmative case. Their positions will be some combination of Disadvantages, Counterplans, Kritiks, and Procedurals (Topicality or Theory). These are known as “offcase” positions – there can be as many as 10+, or as few as 1.
